Modern astrometric projects require precise positional measurements of objects down to magnitude 20m-22m. For ground-based observations, this is possible by the use of astrographs with apertures 1 meter or more with precise tracking using long exposures and precise timing. The multi-functional astronomical complex RTT150 (the 1.5-m Russian--Turkish Telescope) is appropriate for such purposes.
