Arguments are presented in favor of a change in the value of the general precession in longitude adopted as a primary constant in the IAU System of Astronomical Constants (1964). The arguments are based primarily on the accuracy of recent determinations of the correction to the lunisolar precession. Problems encountered when using the incorrect value of the general precession are discussed, and proposals are offered for the specification of the FK 5 fundamental reference system.
