We exploit the unsurpassed sensitivity provided by the Arecibo radio telescope to obtain Galactic 21cm absorption spectra in the direction of background sources without previously detected cold neutral medium (CNM). From these spectra, we have identified around 20 new CNM clouds, which are nearly unique in that they have HI column densities among the lowest ever detected, many times lower than would be expected from previous models. We discuss the identification and properties of these weak CNM absorbers, as well as their relationship with higher density CNM clouds. Several theoretical models are examined to try to understand the production of these cold clouds with very low HI column densities.
