After over 6 years of Cassini observations, it has become evident that the plumes of the small icy Enceladus provide the primary source of heavy particles in Saturn's neutral particle dominated magnetosphere. However, the mechanisms producing these plumes are still being debated. Thus understanding the plume characteristics is essential for insight into plume production mechanisms as well as magnetospheric dynamics and interactions. We previously reported initial modeling and Cassini INMS data analysis research showing plume characteristics as well as source rate estimates which indicated plumes variability. Here we show additional evidence for at least an order of magnitude source rate variability as well as the impact of the neutral torus on apparent source rate determinations. We also examine the time scales on which the plume source rate appears to be variable from examinations of multiple Enceladus encounters as well as the possible impact to particle distribution near Enceladus and throughout Saturn's magnetosphere.
