The existence of sharp boundaries in the HI distribution and the division of the high-velocity clouds into small condensations with 21 cm lines (T less than 500 K) can be explained in both the galactic and extragalactic models. Only the correlation between the HI surface density and the radial velocity of these objects has not been explained by the extragalactic conception. The fine structure and heavy elements of the high-velocity clouds are considered. Estimates are made of the strength of the galactic magnetic field in the high-velocity clouds assuming that they move in the interstellar gas at a height of z approximately equal to 1 kpc. Discovery of a Zeeman splitting of the 21 cm line in emission corresponding to B values found here would be an argument in favor of a galactic nature of the high-velocity clouds.
