It has recently been suggested that fossil groups have two orders of magnitude less substructure than predicted in CDM cosmological simulations. The significance of this lack of substructure depends on the depth of the galaxy luminosity function and on the mass of the group. We have initiated a project to determine the substructure distribution function (SDF) for the confirmed members of 4 REFLEX fossil groups down to at least M^* + 6 within the infall region. We wish to obtain X-ray observations of two fossil groups to complete the X-ray sample and to complement the upcoming optical observations. We will compare the SDF from optical and X-ray mass estimates with theoretical expectations. We will establish if fossil groups do challenge the CDM paradigm.
