The paper discusses the three elements of the Space Exploration Initative: the launch systems, the spacecraft, and the management. It is shown that current systems and technologies can be used for missions desligned to explore the moon and Mars. The early initiatives will require coupling the available boosters with evolving upper stages and spacecraft that employ new technologies and subsystems for investigations of the resources, topography, gravity, and the sites for future manned expeditions. It is shown that these early programs can be carried out within limited budgets by applying 'fast track' management techiques. Examples are presented of such efforts that achieved significant returns in 1- to 2-year spans, and, at the same time, meeting all federal regulations.
