It is shown that the use of the self-consistent energy-density mass formula instead of the liquid-drop or the droplet-mass formula with shell corrections in the study of the properties of neutron-star matter between 10 to the 12th kg/cu m and 10 to the 15th kg/cu m leads to modifications of the composition and the upper density limit of the phase where neutron-rich nuclei coexist with free electrons. Modifications of the equation of state are also expected near and beyond this density.
