The paper argues that the assumption put forth by Roberts, Pecker and Vigier (1972) that light originating in distant sources undergoes a new type of interaction while traveling through the radiation fields of galactic clusters can be verified. The basis of the verification is an analysis of the space distribution of near galactic clusters and the angular anisotropy of the Hubble constant discovered by Rubin, Ford and Rubin (1973).
