The nature of the anomalous diurnal variation of the intensity of the
neutron and muon component of galactic cosmic rays is considered. It is
found that the anomaly may be caused by the enhancement of diurnal tidal
waves in the stratosphere due to the reflection of waves from a layer of
strong turbulence in the mesosphere.
