Zonal modulation of the annual variations of cosmic rays is investigated with reference to atmosphere sounding data obtained over Murmansk, Alma-Ata, Moscow, and Mirnyi (Antarctic) during the period 1958-1980. Significant changes in the characteristics of annual variations of cosmic rays are identified for the period after 1971. The relationship between annual cosmic ray variations and solar activity variations is examined.
