We report on multi-frequency VLBA observations of angular broadening due to interstellar scattering for four sources seen towards the Cygnus region: 2005+403, 2008+332, 2021+317, and 2048+312. We have measured the angularly-broadened sizes for these sources at frequencies from 8.5 GHz down to 1.67 GHz. An extensive analysis of the contribution to the observed angular sizes by intrinsic source structure is presented. Our measurements indicate that the turbulent fluctuations of electron density responsible for the interstellar scattering of these sources is probably anisotropic. We discuss our attempts to determine the power-law index of the power spectrum of the turbulence and the implications of our measurements for the inner and outer scales of the turbulence. Much of the analysis presented here was made possible only because of the consistently high quality calibration data provided by the VLBA and the uniformity of the VLBA hardware.
