Experimental knowledge of the background anisotropies at angular scales larger than one degree are summarized, and preliminary results on the first-order and second-order harmonics, derived from a more complete set of data collected during the 1978 Italian experiment, are presented. Tentative evidence for anisotropies at the angular scale of six degrees is also discussed. The cosmological inferences that can be drawn from the experiments, provided that the signals are extragalactic, are treated. Finally, a critical discussion of the connection of the background anisotropies with the large-scale properties of the Universe is provided.
