Small-scale anisotropy and polarization in a model of non-stationary ionization of pregalactic plasma is considered. The ratio of the degree of polarization to the degree of anisotropy is shown to be not very sensitive to a specific mode of ionization and amounts to 7 - 8%. However, a specific correlation angle in the distribution of the anisotropy and polarization of relic radiation over the celestial sphere is a function of nonequilibrium-ionization parameters.
