An analytical model is proposed for the distribution of variations of
the relative contrast of the electron density of large-scale ionospheric
irregularities. The model is characterized by nonzero asymmetry and
excess. It is shown that the model can be applied to horizontal
irregularity scales from hundreds to thousands of kilometers.
