The random-walk model with a transition probability in the form of a three-dimensional stable distribution is used to derive the structure function for the distribution of galaxies in the universe. It describes satisfactorily the scaling properties (fractality) of the distribution at small distances and the violation of scaling at large distance in agreement with the data of the CfA catalog.
