We have identified and analyzed hundreds of discrete upper transition region plasma loop structures observed in EUV spectroheliograms available from the Extreme-ultraviolet Imaging Spectrometer (EIS) on board Hinode, the Coronal Diagnostic Spectrometer (CDS) and SUMER instruments on SOHO, and from the TRACE satellite to explore the thermal, spatial, and statistical properties of individual plasma loops and their ensembles. Measurements are made of physical quantities relevant to comparisons with reconnection and wave heating models. We find that a portion of the ensemble is well described by 3D models of transient separator reconnection involving converging magnetic bipoles imbedded in a constant background field and with the efficiency of magnetic reconnection varying across the transition region. The heating of a second ensemble, which is associated with unipolar flux concentrations down to the sensitivity limit of Michelson Doppler Imager (MDI) magnetograms, is inconclusive.
