A preliminary analysis of nine large-scale increases in the intensity of solar cosmic rays was made over the period November 6, 1981 to February 15, 1982 on the basis of Venera 13 and 14 data. The protons had energies of 1.4-3.0 MeV, 4.1-8.0 MeV, and more than 30 MeV; the flux exceeded 10 particles/sq cm s sr MeV. The character of the increases was found to agree well with the general phenomenological model for the propagation of low-energy solar cosmic rays in the inhomogeneous and unsteady interplanetary medium.
