We present blue optical spectra of 85 members of h and chi Per obtained with the WIYN telescope at Kitt Peak National Observatory. From these spectra several stellar parameters were extracted for the B type stars, including projected rotational velocity, effective temperature, polar surface gravity, mass, and radius. Strömgren photometry was used to measure effective temperature and polar surface gravity for the Be stars. We also analyze near-to-mid infrared photometric observations of cluster members from the 2MASS JHKs and the Spitzer [8] and [24] micron wavelength bands and discuss the infrared excesses of Be stars. We would like to thank Yale University for providing access to the WIYN telescope at KPNO. Institutional support was provided by Lehigh University. We are also grateful for National Science Foundation support provided for B. Ou-Yang through REU site grant PHY-0353620 to Lehigh University.
