An upper bound to the high-energy neutrino flux from astrophysical sources, imposed by cosmic-ray observations, is derived. The upper bound applies to sources which are optically thin to proton photo-meson interaction, and cannot be avoided by invoking source redshift evolution or inter-galactic magnetic fields. This upper limit is two orders of magnitude below the flux predicted in popular AGN jet models, but is consistent with our predictions from GRB models. Its implications to future neutrino detectors are discussed.
