We are proposing an Open Time Key Program (P.I. Paul van der Werf, U. Leiden) using the Herschel Space Observatory to observe a local, flux-limited sample of several dozen ULIRGs and LIRGs. The sample is selected to cover the full range of source types from starbursts to dusty QSOs. We will utilize the PACS, HIFI, and SPIRE spectrometers (having wavelength coverage of 57 - 670 um) to survey a suite of key atomic and molecular spectral lines that serve as ISM diagnostics, and also make submillimeter continuum maps with the SPIRE instrument. In this survey we will measure the FIR continuum SED and spectral lines including: CI (370, 609 um), CII (158 um), OI (63 & 145 um), NII (122 & 205 um), CO (multiple rotational transitions) and other molecular species including H2O. For a small subsample we will measure all of the accessible 12CO lines and at least one 13CO line. These line flux measurements provide diagnostic probes of the excitation and physical state of the interstellar medium in these systems, the relative excitation from starburst and AGN (by distinguishing PDRs from XDRs). The results will include a measure of the UV radiation field, and parameters for the warm neutral and diffuse ISM as well. The data will be interpreted in combination with results from two additional ongoing surveys of the same sample: the large ground-based mm/sub-mm CO,13CO and HCN line survey (Papadopoulos et al., astro-ph 0701829v1) and the Great Observatory All-sky LIRG Survey (http://goals.ipac.caltech.edu). The results will offer clues of possible source evolution pathways between the different classes of systems.
