The criteria for correspondence between observational data and the Oort-Lindblad and the Ogorodnikov-Milne models of Galacitc rotation are determined using the spherical functions expansion of stellar proper motions. It is shown that neither of the models corresponds to the proper motions of the 512 FK4/FK4 Sup stars in describing the differential rotation of the Galaxy. It is shown that the proper motions of these stars contain components that cannot be understood in terms of theories of Galactic rotation and precession of the earth's axis. Also, it is found that the parameters of solar motion can be derived using the coefficients of the spherical functions expansion of the proper motions.
