Understanding the factors that control the production of relativistic electron enhancements in the inner magnetosphere is a subject of active research. Relativistic electrons are damaging to spacecraft and produce high backgrounds in space environment monitoring instruments. Currently it is not well understood why some storms are more effective than others in producing relativistic electron enhancements a few days after the storm main phase. The roles of competing production and loss processes for radiation belt particles are also not resolved. Two key factors in these processes are the characteristics of the relativistic electron seed population and the plasma parameters that control wave growth. This study will examine LANL geosynchronous plasma spectrometer data during storms that produce high fluxes of relativistic electrons and those that do not. A superposed epoch analysis technique is used to highlight the unique characteristics and distribution of the global plasma parameters for these events. The relation between the potential source plasma populations and key driving parameters, such as wave growth and particle acceleration mechanisms will be explored.
