Theories of the moon's motion and libration currently used for the ephemerides in the Astronomical Ephemeris are inadequate for the analysis of lunar laser ranging observations. The paper considers the determination of a precise ephemeris for lunar laser ranging with consideration of the orbit of the moon, the position of the observing station, and the positions of the retroreflectors.
