Numerical models of the interstellar neutral hydrogen cloud population are constructed, in which an equilibrium cloud mass and velocity spectrum is derived as a function of the outcome of cloud-cloud collisions and of the mechanisms of energy exchange with other interstellar components. It is shown that a stable cloud mass spectrum cannot be constructed on the assumption of non-magnetic collisions, but that a mass spectrum consistent with observations can be derived for the magnetic case. The energy of cloud random motions which is dissipated on collision can be replaced by input from supernova remnant expansion or from the disruption of molecular clouds following star formation. It is shown that the observed 'flat' cloud velocity spectrum requires both of these mechanisms to operate. Other mechanisms, such as intercloud magnetic fields, may also be needed as a means of energy exchange between clouds of different size.
