Attention is given to the design, operation, and performance of an FIR photometer suitable for ground-based and balloon-borne astronomical observations in the mm and sub-mm regions. The internal arrangement of the cryostat is indicated schematically. A composite germanium bolometer operating at 0.35 K with He-3 in the final stage was used to measure the optical performance of the photometer.
