A position-sensitive gas scintillation proportional counter suitable as a focal plane detector for an X-ray imaging telescope is presented. The detector has an on-axis position and energy resolution of approximately 2 mm and approximately 10% respectively for 6 keV X-rays with a useful aperture diameter of 7 cm. Further design improvements are outlined which should improve the position resolution to much better than 1 mm at 6 keV for a useful aperture of 8 cm.
