Recent imaging data from Halley's Comet are used as the basis for a model of the cometary nucleus as an agglomerate of porous refractory boulders held together with an ice-dust grain mix (Whipple glue). The boulders are similar in composition to asteroid bodies, i.e., hydrous silicates with complex carbon compounds. Regions on the nucleus surface where the volatile ice has dissipated are dust plates and share the surface with macropores, which may be 50-100 m deep and are the sites of jets. When sufficient Whipple glue is sublimated boulders can break off, exposing fresh ice, and flare events can be observed. The origins of nuclei with cometary compositions in the pre-Jupiter region are discussed.
