Results are presented for an experimental study of low-energy electron backscattering in the upper atmosphere. The study is based on data obtained with a low-energy particle spectrometer on board the ESRO 4 satellite. It is found that the flux of backscattered electrons depends critically on the pitch-angle and energy distributions of the primary electrons, that the shape of the pitch-angle distribution has a significant effect on the backscatter ratio, and that variations in the pitch-angle and energy distributions substantially affect the electron component of the upward Birkeland current. It is concluded that the current carried by electrons with energies in excess of 200 eV can be significantly enhanced by field alignment of the electron fluxes and 'softening' of the electron energy spectrum.
