The paper describes the procedure that was used to develop a model of
trapped electrons for the solar minimum period on the basis of data from
an Intercosmos-19 experiment performed in 1979. The model makes it
possible to evaluate the radiation conditions for typical satellite
orbits during a magnetically quiet period.
