Data from several rocket flights are combined to list upper limits to soft X-ray emission from supernova remnants (SNRs). These limits are compared with observations of SNRs that are known X-ray emitters. There is no strong correlation between measured radio and X-ray flux at the top of the atmosphere. X-ray luminosities and upper limits are calculated for all SNR that are bright radio sources. The ratio between X-ray and radio luminosity is found to be in the range from 20 to 2000. The dependence of SNR luminosity on diameter is discussed.
