We present the design of a new type of instrument to measure small doppler shifts in spectral lines. Our instrument is a form of Heterodyned, Holographic Spectrometer, here optimized for high photon efficiency. It should be suitable for the measurement of solar or stellar oscillations, which is our primary goal, or in the search for stellar-planetary systems.
