In this article, for any given quotient graph, we analyse the structure of
imprimitive graphs which are not multicovers. As our main result, a sufficient
and necessary condition is given to determine the existance of an (X,
s)-arc-transitive imprimitive graph which is not a multicover of that given
quotient graph, where s is an integer no less than 1.
