We analyzed the evolution of the sunspots and the positions and possible cause of the flares in a large δ-type active region in 1991 October. 89% of the flares occurred by the side of two neutral lines where there was large transverse magnetic field and shear. Hα observation in one neutral line showed the sunspots were pressed and sheared into Ω type; in the other, large changes in bundles of fibrils were observed, and magnetic ropes could be clearly seen at times. Observations showed that there is no clear relation between the occurrence of large flares and the size of the transverse or the shearing, whereas magnetic cancellation caused by newly emergent flux could be one of the causes. Two opposite polarity spots were observed for the first time located within one and same umbra, such a configuration is probably related to the two white-light flares observed on 24 and 27.
