The paper deals with the theory of the scaling non-equilibrium stagnation point boundary layer for re-entry conditions. The extension of the concept of the Local Heat Transfer Simulation (LHTS) for the ground high-enthalpy supersonic test conditions is presented. The methodology of the quantitative duplication of the EXPERT vehicle stagnation point heating in the IPG-4 plasmatron subsonic high-enthalpy air flows for the arbitrary surface catalycity and an approach for the extrapolation from ground test conditions to the re-entry free flight are developed. The EXPERT trajectory points, where complete duplication of the heat transfer is possible, the appropriate test conditions in the IPG-4 subsonic free stream and re-entry stagnation point heating are predicted.
