We present four hitherto unknown planetary nebulae (PNe) candidates that were discovered on Palomar Observatory Sky Survey I (POSS-I) E-prints during a survey for galaxies in the "zone of avoidance" (=galactic plane). All are of low surface brightness, one being at the very limit of visibility on the POSS. Low-dispersion spectra of the brightest object (PNG065.4+03.1) led to the detection of Halpha_, Hbeta_, [OIII], [OI], and [SII], yielded an interstellar extinction of c=0.62, an excitation class of 4 to 5, and a radial velocity V_hel_=-134+/-90km/s that represents one of the most extreme velocities in this galactic longitude range.
