We investigate the Turaev-Viro invariant (partition function) for 3-manifolds with a boundary. In the framework of a TQFT, the partition function 0264-9381/15/7/007/img1 of such a manifold can be interpreted as a transition amplitude for topology change 0264-9381/15/7/007/img2 in 3D gravity. We show that for 0264-9381/15/7/007/img3 boundaries 0264-9381/15/7/007/img4 factorizes into a term which contains the boundary dependence and another which depends only on the topology of the underlying manifold. For a general 0264-9381/15/7/007/img5 boundary this factorization holds only in a particular case. We construct specific examples of partition functions for the 3-ball 0264-9381/15/7/007/img6, the cylinder 0264-9381/15/7/007/img7 and the genus-1 handlebody 0264-9381/15/7/007/img8.
