The first paper (Geppert and Wiebicke, 1990) presented a formalism for investigating the influence of thermoelectric effects on the magnetic field in the envelope of neutron stars, based on the simultaneous solution of the time-dependent nonlinear heat transport equation and induction equation. This paper considers the linear approximation, which is justified for moderate magnetic field strengths. Numerically calculated growth and decay rates of magnetic field components with different multipolarities n show rapid growth (in the order of years) for large n (in the order of 1000). The magnetic field is found to be concentrated in a thin layer about 20-100 m below the surface. The calculations are done for different surface temperatures and surface gravities. Applying an analytical approximation gives a plausible explanation for many features of the numerical results.
