We present an all-stars adjustment method for the reduction of preliminary meridian and astrolabe catalogues. After correcting for precession, nutation, aberration and proper motion, all the observed times are reduced to those relative to the mean positions at one chosen day near the beginning of the year using stars common to different observing days as links, so finding directly the reductions to the mean places at the beginning of the year. This method differs from the chain method and breaks away from the tradition of group observations. Almost all the observations can now be used in determining the right ascension and declination system of the catalogue, thereby raising the homogeneity of the catalogue system in respect of accidental and systematic errors. It also raises the working efficiency of making catalogues.
