An all-stars adjustment method is presented for the reduction of preliminary meridian and astrolabe catalogs. This method differs from the chain method and breaks away from the tradition of group observations. Almost all the observations can now be used in determining the right ascension and declination system of the catalog, thereby raising the homogeneity of the catalog system in respect of accidental and systematic errors. It also raises the working efficiency of making catalogs.
