An algorithm for processing data on the pulse arrival times of pulses from single pulsars is developed which features an accuracy of 10 ns. The algorithm is based on the relativistic theory of astronomical reference systems (RSs); barycentric, geocentric, and topocentric RSs are constructed. A formula is derived relating the pulsar time and the barycentric scale, allowing for the Roemer delay, pulsar parallax and proper motion, dispersion delay in interstellar and interplanetary plasma, and the relativistic Shapiro delay.
