To improve the orbital elements of space debris detected with optical ground based telescopes, more than one observatory could be used in a real-time network to increase detection and tracking probability and extend the detected fraction of the debris orbit. A prototype of a real-time debris detection algorithm is described (to be used at the Royal Greenwich Observatory's Satellite Laser Ranger) that could be used for such a multi-observer network. The optimum configuration of a theoretical network of observing sites is considered, in terms of its effectiveness in detecting debris over a range of representative orbits.
