Fundamental issues related to the International Reference Ionosphere (IRI) are discussed along with issues related to the regional mapping, climatology, plasma temperatures and composition, and lower ionosphere. Papers are presented on indices of ionospheric response to solar-cycle epoch, an analysis of electron density profiles in the vicinity of foF2, regional ionospheric mapping, a comparison of IRI with the ionosphere over China, climate change in the ionospheric parameters dependent on solar and geomagnetic activity, and updating the IRI ionospheric model for effects of substorms. Attention is also given to describing the high-energy tail of the ionospheric electron population, a comparison of the ion composition data with empirical models, an empirical model of the nonauroral D-region, modeling the undisturbed high-latitude E region, and the twilight and nighttime representations of foE for the IRI.
