It is shown that electron scattering by plasma microturbulences leads to additional radio-wave absorption as compared with ordinary absorption due to pair collisions. The effective frequency of collective collisions describing the additional absorption depends significantly on the electromagnetic-wave frequency. It is shown that, in the high-latitude ionosphere, the collective-collision mechanism can determine the anomalously steep spectra of riometric absorption.
