Charged-particle acceleration in the heliolatitudinally inhomogeneous solar-wind flux is investigated. It is suggested that this acceleration is responsible for the formation of the anomalous component of cosmic rays and its cyclic dependence on time. The acceleration parameters and the latitudinal particle gradient are determined, and the spectrum of accelerated particles is obtained.
