The analytical solution of the transport equation for the interplanetary medium is considered, with attention given to the statistical acceleration of particles and their magnetic drift. The theoretical results are compared with Pioneer-10 data on the anomalous component of cosmic rays at large distances from the sun. Attention is also given to the anomalous modulation of cosmic rays in the stratosphere. An analysis is also presented on the effect of variations of the configuration of the interplanetary electromagnetic field (caused by time variations of the overall solar magnetic field) on variations of particle energy.
