Analytical and numerical calculations are presented for the heating of the plasma electrons during VLF propagation in the skin layer (omega approximately equal to Omega sub e) in the Araks experiment. The experiment involved the injection of pulsed electron streams from a rocket into the ionosphere at an initial current of 0.5 A and initial energies of 27 and 15 keV. It is shown that VLF bursts in the pauses between the electron pulses could be connected with VLF-wave decay in the nonisothermal plasma of the skin layer.
