In order to obtain absolute oscillator strengths of europium atoms and ions, lifetime and spectral line intensity measurements were performed. The lifetimes were measured by pulsed dye laser excitation and time-resolved registration of the fluorescence light intensity of the subsequent decay. For Eu I, absolute f-values for 6 resonance transitions were calculated from the lifetimes of the corresponding excited states which decay only via the resonance transition. For Eu II, lifetime values of six excited states were obtained. This paper describes the experimental method and measurements with some emphasis on possible sources of systematic errors.
