This thesis is an empirical study of the relationships between the absolute magnitudes and colors of A and F supergiants and several prominent features appearing in their near infrared spectra. In particular, relationships between M_{rm v} and the strength of the OI7774A triplet, and between (B - V)_0cdot and the strength of the near infrared CaII triplet are studied among Galactic and Magellanic A and F supergiants. I have found a sample of 14 Galactic cluster members and have used these to provide a firm foundation for the relations. The luminosity relation determined from this sample has an accuracy of 0.18 mag and there is an intrinsic scatter of 0.5 mag about this. The color relation determined from this sample enables intrinsic colors to be determined to within 0.03 mag. I have studied the contamination by close companions within the Galactic sample by using IUE spectra. I also show that UBV colors can be used to guard against such contamination among the F supergiants. UBV colors, prominent Paschen Hydrogen features and luminosities observed within the Galactic sample show agreement with those predicted by current plane-parallel, LTE atmosphere models. I study the dependence of these luminosity and color relations on abundances statistically with samples of A and F supergiants within the Large and Small Magellanic Clouds. I find that the color relation is unaffected, and I have parameterized the dependence of the luminosity relation on oxygen abundance in terms of its slope.
