This paper analyses and discusses the influence of instrumental errors of prime vertical-meridian observations by which absolute azimuth a and φ, the latitude, can be determined. It is obvious that the accuracy of a single observation for the azimuth a is much higher than that of φ. In order to get a highly accurate and independent declination system as early as possible, the paper presents a method, that is used to determine absolutely the stars as fundamental stars in order to determine the equator point of graduated circle.
